Recycling Requirements

Mandatory Commercial Recycling

California state law and the Town of Truckee’s Municipal Code Section 6.01.060 require businesses (public and private) to separate recyclable materials from garbage. Businesses can meet these requirements by subscribing to hauler-provided recycling services or self-hauling recyclable materials to a facility that can process these materials for recycling. Note: cardboard-drop off bins do not meet self-haul requirements and are for residential use only. Click on the tabs above to learn more about these options.

All businesses in California are required to:

  • Ensure that recyclable materials are separated from trash, particularly recyclable organic materials such as paper and cardboard.
  • Provide recycling collection containers that are accessible to employees, tenants, and customers wherever trash containers are provided. Containers shall have a blue body/lid and/or have signage that indicates the primary materials accepted and prohibited in that container. Sample signage is provided below.
  • Provide training to employees and tenants at least annually on their requirements to properly sort recyclable materials, which materials are accepted for recycling, and where recycling containers are located.
  • Periodically inspect recycling collection containers for contamination, and provide additional employee training if needed.

Waivers

SB 1383

When organic materials like paper and cardboard break down in a landfill, they produce methane, a potent greenhouse gas that contributes to climate change. By keeping these materials out of the trash and ensuring they are recycled, businesses can help reduce methane emissions and create a healthier planet. Senate Bill 1383, adopted in 2016, established statewide goals to keep organic material out of California’s landfills, including recyclable materials like paper and cardboard. It also created statewide regulations requiring all residents and businesses to keep these materials out of the trash and ensure they are sorted for recycling.

Recycling Services

Commercial recycling service is available through the Town’s franchised hauler, Tahoe Truckee Sierra Disposal (TTSD). Businesses are eligible for free mixed recyclables carts (up to the equivalent of their trash service level) that are serviced once per week. Blue bags are no longer accepted for commercial recycling.

Cardboard bin service is also available for businesses that generate large amounts of cardboard. View the current solid waste collection rates.

Self-Haul

Businesses may also comply with mandatory recycling requirements by self-hauling recyclables to a facility that can sort these materials for recycling. State regulations and Town of Truckee Municipal Code Section 6.01.060 requires businesses that choose to self-haul to:

  • Source-separate all recyclable materials.
  • Haul recyclable materials to a processing facility such as Eastern Regional Landfill Material Recovery Facility that accepts the materials for recycling.
  • Maintain records of the amount of recyclables delivered to each facility, which may be subject to inspection by the Town. These records shall include the following information:
    • Delivery receipts and weight tickets from the facility accepting the recyclables
    • The amount of material in cubic yards or tons transported by the business to the facility.

Businesses using self-haul to comply with mandatory recycling requirements must complete and submit the Certification of Commercial Recycling Form below.

Note: the cardboard drop-off bins provided as part of the residential collection programs do NOT meet commercial self-haul requirements and are for residential use only. Businesses that do not self-haul recyclable materials in compliance with the state-mandated requirements in Town of Truckee Municipal Code Section 6.01.060 may be subject to citation.
