Mandatory Commercial Organics Recycling

Organic waste makes up over 30% of the waste California sends to landfills, and contributes about 11% of global greenhouse gas emissions. California state law (Senate Bill 1383) and the Town of Truckee’s Municipal Code Section 6.01.070 require all businesses to separate yard waste from the trash and send it to a facility that can process it into compost, mulch, or otherwise divert it from landfill.

Self-Haul and Landscaper Certification

Businesses may also comply with mandatory organics recycling requirements by self-hauling yard waste to a facility that can process these materials for compost, mulch, or otherwise divert them from landfill. State regulations and Town of Truckee Municipal Code Section 6.01.070 requires businesses that choose to self-haul to:

• Source-separate all yard waste materials.
• Haul recyclable materials to a facility such as Eastern Regional Landfill Material Recovery Facility that processes or recovers source-separated yard waste.
• Maintain records of the amount of yard waste delivered to each facility, which may be subject to inspection by the Town. These records shall include the following information:
  • Delivery receipts and weight tickets from the facility accepting the yard waste
  • The amount of material in cubic yards or tons transported by the business to the facility.

Businesses may also use a landscaping service as long as they comply with the above requirements. Businesses using self-haul or a landscaper service to comply with mandatory yard waste diversion requirements should complete and submit the Certification of Commercial Organics Recycling Form below.

Waivers

Businesses may qualify for an exemption from this requirement if they meet the following de minimis thresholds:

• Generate 2 or more cubic yards of solid waste per week and less than 20 gallons of yard waste per week (May-November); or
• Generate less than 2 cubic yards of solid waste per week and less than 10 gallons of yard waste per week (May-November
