Climate Action Plan
As part of the Truckee 2040 General Plan Update, the Town developed a Climate Action Plan (CAP), which addresses how to reduce greenhouse gas emissions and meet reduction targets. The CAP identifies goals and policies that target our largest emission sources across the community: building energy use, transportation, land use and solid waste.

Truckee 2040 General Plan
A General Plan serves as a blueprint for the community in that it outlines the Town’s policy of acceptable land uses. It establishes goals, purposes, zoning and activities allowed on each land parcel to provide compatibility and continuity to the entire region as well as each individual neighborhood. After 5 years of planning and hard work, the 2040 Truckee General Plan was approved by the Truckee Town Council on May 9, 2023.
Climate Action Plan Development Process
This work is the culmination of an intensive and highly participatory, community-driven process. The Climate Action Plan steering committee met monthly during the year-long process, in addition to multiple public and stakeholder workshops, online surveys, and pop-up events. This engagement resulted in meaningful strategies that are unique for the Truckee community.
Updated Goals
Since the Truckee 2040 General Plan was adopted, the Town of Truckee established updated greenhouse gas (GHG) emissions reduction targets. In March 2025, the Town adopted the following new targets relative to the Town’s 2008 baseline emissions:
- Reduce emissions 40% by 2030
- Reduce emissions 80% by 2040
- Achieve carbon neutrality by 2045
