Climate Planning

As part of the Truckee 2040 General Plan Update, the Town has developed two climate plans, a Climate Action Plan (CAP) and a Climate Adaptation Plan. The Climate Action Plan addresses how we will reduce our greenhouse gas emissions, while the Climate Adaptation Plan addresses how we adapt to a climate that is already changing. Both plans will be incorporated into the General Plan Update, with the Climate Action Plan housed in its own Climate Element, and the Adaptation Plan integrated into the Safety Element. This work is the culmination of an intensive and highly participatory, community-driven process. Each plan had its own steering committee which met monthly during the year-long process, in addition to multiple public and stakeholder workshops, online surveys, and pop-up events. This engagement resulted in meaningful strategies that are unique for the Truckee community. In conjunction with Town Staff, consultants from Geos Institute and Ascent Environmental organized these strategies into comprehensive Adaptation and Action plans respectively. The CAP is accompanied by a Technical Appendix, which quantities anticipated greenhouse gas reductions for each suite of actions related to transportation, land use, energy and waste. Please check out the final adaptation plan here. You can follow the CAP GPAC process here

The Town began work on the Climate Adaptation Plan and Climate Action Plan in early 2019, in conjunction with the kickoff of the General Plan Update. The Adaptation Plan was completed in July 2020, and the Action Plan draft is currently undergoing final review. The General Plan Advisory Committee (GPAC), a group of volunteer community members representing a wide variety of backgrounds, perspectives and interests, will be reviewing the draft beginning on October 18th 2021, in anticipation of the GPAC meeting on October 28, 2021. After selection of the Preferred Land Use Alternative in November and the incorporation of the GPAC’s comments, the draft CAP Element will be forwarded to the Planning Commission and the Town Council for review.  Both plans will be integrated into the General Plan Update, which is targeting a 2022 adoption.

Sustainability Benefits

The policies and actions included in these plans lay the foundation for future climate action in Truckee, and provide a roadmap for reducing community-wide emissions to 80 percent below baseline emissions (2008) by 2040, as well as contributing to the State’s 2030 target of reducing statewide emissions to 40 percent below 1990 levels. Holistically, these strategies not only combat climate change but also endeavor to create a resilient, equitable and healthy Truckee community.
